O sistema de Seguridade Social configúrase a partir da Lei de Bases de 1963. Ten antecedentes dende 1900 coa Lei Dato, no ano 1908 creouse o Instituto Nacional de Previsión. Afecta ao persoal laboral e dende a supresión da MUNPAL e diversa medida a totalidade do persoal municipal, pasando a xestionar a asistencia sanitaria e as xubilacións e pensións.
